With a growing number of consumers using next-generation smartphones and laptop modems, pricing clarity for the use of data services when roaming has become an increasing problem.
Shocking roaming bills have been widely publicised. Bad publicity has either discouraged the use of data services or has forced many Communications Service Providers (CSPs) to actually block data roaming by default.
Legislators have also become active in addressing what are increasingly seen as unfair pricing and charging issues. For example, the latest EU legislation forces service providers to ensure that their roaming customers are kept adequately informed and controlled of the charges which apply to their use of regulated data roaming services. The first phase of Roaming Cost Control in the EU should be in place by March 2010.
Comptel Roaming Cost Control is built around Comptel Policy Control, a single solution for both 3GPP and non-3GPP environments. It monitors the balance of specific subscribers in real-time, and can trigger actions when certain limits are reached, such as sending notifications or suspending the service. The solution allows CSPs to comply with legislative demands, to keep their subscribers satisfied, to encourage roaming usage and to reduce bill disputes and non-payment.
Comptel Roaming Cost Control allows subscribers to use data services abroad without of the risk to them of unexpectedly high bills – or to the CSP of bad debt, non-payment and publicity for subscribers’ overuse of the roaming services. Importantly, the CSP is not forced to completely block the subscriber’s roaming data usage, with consequent loss of revenue.
Comptel Roaming Cost Control offers out-of-the-box functionality for advanced postpaid and prepaid subscriber cost control that cannot be provided by GGSN and IN vendors alone. It provides Diameter and other online and offline interfacing capabilities, including multi-vendor environments and proprietary protocols. Comptel Roaming Cost Control enables balance management, supporting, for example, flexible discounting and individual and group accounts.
